作为中国为数不多的城市河湖型水利风景区，信安湖的扩容提升并非单纯的水利工程治理，它标志着衢州这座古老城市的再次战略转型。扩容后的信安湖水利风景区将以流域生态为概念，成为衢州系统性城市服务的天然载体。规划以“诗画衢江，利民信安”为定位，设定“水利+”五大发展策略，围绕“生态之湖、休闲之湖、文化之湖、运动之湖”四大主题，协调生态保护、文化科普与游憩服务功能，形成全流域游览动线和节事活动场地，并带动腹地乡村振兴。
As one of the few urban river lake water conservancy scenic spots in China, the expansion and upgrading of Xin’an Lake is not simply about water conservancy engineering management. It marks another strategic transformation of the ancient city of Quzhou. The expanded Xin’an Lake Water Conservancy Scenic Area will be based on the concept of watershed ecology and become a natural carrier for Quzhou’s systematic urban services. The plan is positioned as “poetry and painting of Qujiang River, benefiting the people and ensuring peace”, and sets five development strategies of “water conservancy+”, focusing on the four themes of “ecological lake, leisure lake, cultural lake, and sports lake”, coordinating ecological protection, cultural popularization, and recreational service functions, forming a whole basin sightseeing route and festival activity venues, and driving the revitalization of rural areas.
