方案以“T的四次方|椒江崛起”为愿景，将椒江南片区定位为“小微金改驱动节点”、“产智转化服务中枢”、“椒南全景展示T台”。建议基于M2/M3轨交线路资源，定向吸引高新服务企业，并依托站点形成TOD产业独立运营平台，实现不同于常规的“椒南发展模式”，同时强调椒南区域对台州湾五大新城的服务支撑作用。另一方面，方案力图提升城市亲水可达性，塑造滨水景观廊道，打造当代文化标识与年轻人城市空间，并进行了初步资金平衡测算。
The plan takes “T’s fourth power | Jiaojiang Rise” as its vision, positioning the Jiaojiang South area as a “small and micro financial reform driving node”, “industrial and intelligent transformation service center”, and “Jiaonan panoramic display T-platform”. Based on the M2/M3 rail transit line resources, it is recommended to attract high-tech service enterprises in a targeted manner and form an independent TOD industry operation platform relying on the stations to achieve a development model different from the conventional “Jiaonan development model”. At the same time, it emphasizes the service support role of the Jiaonan region for the five new cities in Taizhou Bay.
