基地位于上海长兴岛核心区域，紧邻轨交崇明线站点、G40出口和长兴岛郊野公园，是长兴岛未来的城市功能核心区。规划将基地定位为“世界先进的海洋专业服务集聚地”、“长三角生态小镇和国际交往平台”、“东上海会务展览和休闲重要节点”。通过对标全球七大岛域发展方向，结合长兴岛自身产业禀赋，提出生产性（海洋服务）+创新型（数字创意）+生活性（文旅休闲）三大服务产业及关联产品体系。根据轨交站点、上位规划景观核心打造需求、区域景观要素识别，最终形成“一核双心，一环双轴”的整体结构。另外，该项目创造性地运用手机信令数据对岛上各年龄段的职住平衡状况做出了定量分析，更好的指导了方案的形成，并运用空间句法对初期方案进行验证和优化。
The site is located in the core area of Changxing Island in Shanghai, adjacent to the Chongming Line station, G40 exit, and Changxing Island Country Park. It is the future urban functional core area of Changxing Island. The plan aims to position the base as a “world-class gathering place for marine professional services”, a “Yangtze River Delta ecological town and international communication platform”, and an “important node for conference, exhibition, and leisure activities in East Shanghai”. By benchmarking the development directions of the seven major island regions around the world and combining Changxing Island’s own industrial endowment, three major service industries and related product systems are proposed: production-oriented (ocean services), innovative (digital creativity), and lifestyle oriented (cultural tourism and leisure). Based on the requirements for building the core landscape of rail transit stations and higher-level planning, as well as identifying regional landscape elements, a comprehensive structure of “one core, two centers, and one ring, two axes” will be ultimately formed. In addition, the project creatively utilized mobile signaling data to quantitatively analyze the work life balance of various age groups on the island, which better guided the formation of the plan, and used spatial syntax to verify and optimize the initial plan.
