智慧岛位于高铁新城向东、南部辐射发展的重要区域，致力于成为以科技研发为主导的数字化产业园区。对衢州而言，围棋 (GO) 是古老的智慧传统，中国围棋最早的传说就是王质在烂柯山上遇仙对弈。围棋的棋盘作为基本的网格 (MESH) 系统，承载了黑白棋子的形与势。而与此同时，迈向未来的网络信息也是通过 MESH 进行无形的传播。智慧岛的规划构想是以 MESH 的基本形式及其变体为基础，自西向东控制规划用地的街巷尺度 / 开放空间 / 建筑体量关系，同时强烈回应衢州围棋文化的在地属性。
文礼湖地处衢州高铁新城中央核心片区，是高铁新城规划水系中串联南北的重要节点。项目设计以抬高9米的曲线连廊裙房，突出了引水入城的自然山水空间属性，形成连续性空中共享服务空间。城市步行景观系统强化了地面的人行尺度，同时形成了抬高远眺文礼湖的观景平台。塔楼立面设计以衢州“作揖行礼”传统形制表达挺直柔美的迎礼姿态，呼应“衢州有礼”。两高一低的布局，宛如展开的城市画卷。
Smart Island is located in an important area radiating towards the east and south of the high-speed rail new city, committed to becoming a digital industrial park led by technology research and development. For Quzhou, Chinese Weiqi (Go) is an ancient tradition of wisdom, and the earliest legend of Chinese Go is that Wang Zhi played against immortals on Mount Lanke. The board of Go, as the basic mesh system, carries the shape and momentum of black and white pieces. At the same time, the network information moving towards the future is also invisibly disseminated through the mesh. The planning concept of Smart Island is based on the basic form and its variants of the MESH, controlling the street scale/open space/building volume relationship of the planned land from west to east, while strongly responding to the local attributes of Quzhou Go culture.
Wenli Lake is located in the central core area of Quzhou High speed Railway New City and is an important node connecting the north and south in the planned water system of the new city. The project design aims to elevate the curved corridor podium by 9 meters, highlighting the natural landscape spatial attributes of water diversion into the city, forming a continuous aerial shared service space. The urban pedestrian landscape system enhances the pedestrian scale on the ground and forms a viewing platform that lifts up and overlooks Wenli Lake. The facade design of the tower is based on the traditional form of “bowing and saluting” in Quzhou, expressing a straight and gentle welcoming posture, echoing the saying “Quzhou Etiquette”. The layout of two highs and one low is like an unfolded urban painting.
