2023年5月6日，征集代理按照征集人的要求在中国招标投标公共服务平台和上海国际招标有限公司网站上发布了本次方案征集的资格预审公告。截止到公告规定的《资格预审文件》获取截止时间2023年5月11日16:00时，国内外共计57家设计单位领取并下载了《资格预审文件》。截止到公告规定的资格预审《申请文件》提交截止时间2023年5月14日10:00时，征集代理共计收到国内外35家申请人（含联合体，共计46家单位）提交的资格预审《申请文件》。
