鄞州区城市更新主要通过有机更新与国土空间综合整治双管齐下，围绕“都市中央活力智创区”的总体目标，构建“一城、一带、一湖、一湾”总体城市更新格局，并已取得阶段性进展。随着在全国的开展，城市更新已经逐渐成为统筹引领城市下一阶段规划与发展的核心政策工具。在这一背景下，本文立足鄞州区资源禀赋及更新建设基础，结合城市更新理论及优秀实践案例分析，探索新时代背景下适合自身的城市更新模式及策略，供领导决策参考。该研究提出1）坚持国空统领、设计先行，助力城市更新“宁波”理论构建；2）承续鄞州特色、拓展更新单元，建立城市更新“鄞州”样版；3）强化土地资源集约利用，建立低效用地开发“鄞州”示范；4）鼓励民营经济参与，创新更新实施“鄞州”路径，积极吸引社会资本尤其是民营企业参与城市更新。
The urban renewal of Yinzhou District mainly adopts a dual approach of organic renewal and comprehensive improvement of national land space, focusing on the overall goal of “urban central vitality and intelligent innovation zone”, and constructing an overall urban renewal pattern of “one city, one belt, one lake, and one bay”, and has made phased progress. With the nationwide implementation, urban renewal has gradually become the core policy tool for coordinating and leading the next stage of urban planning and development. In this context, this article is based on the resource endowment and renewal construction foundation of Yinzhou District, combined with urban renewal theory and excellent practical case analysis, to explore suitable urban renewal models and strategies for leaders in the new era, for decision-making reference. This study proposes 1) to adhere to the leadership of national aviation and design first, and to assist in the theoretical construction of urban renewal “Ningbo”; 2) Continuing the characteristics of Yinzhou, expanding and updating units, and establishing a “Yinzhou” model for urban renewal; 3) Strengthen the intensive use of land resources and establish a demonstration of inefficient land development in Yinzhou; 4) Encourage the participation of private economy, innovate and update the implementation of the “Yinzhou” path, and actively attract social capital, especially private enterprises, to participate in urban renewal.
