项目位于浙江省宁波市北仑区。基地以电子信息/时尚产业/生命健康/跨境电商/数字经济产业为主。首先提出“港产城人，一体发展”相关命题。以“全球智造创新之都的核心功能区、新型国际贸易和智造产业示范区、现代滨海大都市产城融合门户区”为项目定位。提出“超级十字榫卯(超智创新十字、超产创意十字、超绿焕新十字)”的规划理念，规划依照“地块内的功能植入+地块间的空间联系”的设计策略，确立“一带(创智生态景观带)、四轴(产城融合联动轴、城市形象发展轴、产业转型服务轴、自贸创新示范轴)、四核(高端装备服务核、纺织科技服务核、数字经济服务核、研发设计服务核）”的规划结构，生产性服务核心和创业孵化核心沿两翼辐射，形成刺激既有功能的转型，同时强化产业链的空间传导效率。
The project is located in Beilun District, Ningbo City, Zhejiang Province. The site mainly focuses on electronic information/fashion industry/life and health/cross-border e-commerce/digital economy industry. Firstly, propose the proposition of “integrated development of port city, industry, city, and people”. The project is positioned as a core functional area of the global smart manufacturing innovation capital, a demonstration area for new international trade and smart manufacturing industries, and a gateway area for the integration of industry and city in modern coastal metropolises. Propose the planning concept of “super cross tenon and mortise (super intelligent innovation cross, super production creativity cross, super green revitalization cross)”, and follow the design strategy of “functional implantation within the plot+spatial connection between plots”. Establish a planning structure of “one belt (creative ecological landscape belt), four axes (industry city integration linkage axis, urban image development axis, industrial transformation service axis, free trade innovation demonstration axis), and four cores (high-end equipment service core, textile technology service core, digital economy service core, research and development design service core)”. The production service core and entrepreneurial incubation core radiate along the two wings, forming a stimulating transformation of existing functions while strengthening the spatial transmission efficiency of the industrial chain.
