本规划以“亚洲创意节庆港”为愿景，力图将朱家尖北站盐场打造为“亚洲一流的创意事件发生平台、长三角顶级滨海节庆交往核心、舟山岛旅游集散枢纽门户节点”。规划首先建立本岛（东港）/ 普陀山机场/蜈蚣峙码头/基地的之间的强联系，以U 字型的路网结构为基础，将往返机场和码头的过境游客转换为城市消费力。另一方面，以海洋文明时空走廊作为主要空间引导，形成 “三廊、三核、两环、五片”的空间布局。沿海洋文明走廊和中央湖面展开商业配套，滨海界面布局大型公服设施，形成产业+居住混合组团分期开发。方案在尊重原有控规结构和用地属性的基础上，对用地进行了突破和部分优化，并强调与舟山普陀山国际机场临空区的联动。
This plan takes “Asian Creative Festival Port” as its vision, aiming to build Zhujiajian North Station Salt Field into a “first-class creative event platform in Asia, a top coastal festival exchange core in the Yangtze River Delta, and a gateway node for tourism distribution hub on Zhoushan Island”. The plan first establishes a strong connection between the main island (Donggang)/Putuo Mountain Airport/Wugongzhi Pier/base, based on a U-shaped road network structure, to convert transit tourists traveling between the airport and the pier into urban consumption power. On the other hand, using the maritime civilization time-space corridor as the main spatial guidance, a spatial layout of “three corridors, three cores, two rings, and five areas” is formed. Commercial facilities will be developed along the oceanic civilization corridor and the central lake surface, with large-scale public service facilities laid out at the coastal interface, forming a mixed development of industry and residential areas in stages. On the basis of respecting the original regulatory structure and land use attributes, the plan has made breakthroughs and partial optimizations to the land use, and emphasized the linkage with the Zhoushan Putuo Mountain International Airport.
