信安湖，依托钱塘江支流衢江的塔底水利枢纽、衢江城区段和乌溪江下游河段而成，流淌过衢州古城1800年的厚重沧桑，也承载着城市新区的希冀与热望。信安湖之于衢州，如西湖之于杭州，是整个城市的灵魂，也是衢城最靓丽的名片之一。2018年，信安湖面临走出国门的新机遇，其绿色发展故事让衢州一举摘下“国际花园城市”桂冠，得以与世界名城比肩而立。如今，在衢州“国际花园城市”的发展定位下，信安湖也承担着生态景观、历史谱系、公共服务、人居生活、交通集散、产业迭代、旅游度假等多重重要界面。
Xin’an Lake, relying on the tower bottom water conservancy hub of Qujiang, a tributary of Qiantang River, the urban section of Qujiang, and the downstream section of Wuxi River, flows through the rich history of Quzhou ancient city for 1800 years, and also carries the hope and enthusiasm of the new urban area. Xin’an Lake is to Quzhou, just like West Lake is to Hangzhou, it is the soul of the entire city and one of the most beautiful business cards of Qucheng. In 2018, Xin’an Lake faced a new opportunity to go global, and its green development story allowed Quzhou to win the title of “International Garden City” and stand shoulder to shoulder with world-renowned cities. Nowadays, under the development positioning of Quzhou as an “international garden city”, Xin’an Lake also undertakes multiple important interfaces such as ecological landscape, historical lineage, public services, human living, transportation distribution, industrial iteration, tourism and vacation.

2023年12月，衢州市水利局（衢州市信安湖管理中心）向全国优秀设计团队发出邀请，征集兼具创新性和实操性的规划设计方案，希冀打造出具有“世界眼光、国际标准、国内一流、省内领先、衢州特色”，以城市风光，水利特色为主题的全国标杆国家水利风景区。
In December 2023, Quzhou Water Resources Bureau (Quzhou Xin’an Lake Management Center) issued an invitation to the national excellent design team to solicit innovative and practical planning and design schemes, hoping to create a national benchmark water conservancy scenic spot with “world-class vision, international standards, domestic first-class, provincial leading, and Quzhou characteristics”, with urban scenery and water conservancy characteristics as the theme.
2024年4月，在完成概念规划和述标汇报后，经评审委员会的评审和推荐，URBANPLUS与中国建筑科学研究院有限公司组成的联合体脱颖而出，成为4家入围参赛单位之一，并最终荣获“二等奖”。
In April 2024, after completing the conceptual planning and bidding report, URBANPLUS and China Academy of Building Research Co., Ltd. formed a consortium that stood out and became one of the four shortlisted participating units after being evaluated and recommended by the evaluation committee, and ultimately won the “Second Prize”.

Qujiang Poetry and Painting, Benifits and Peace
作为中国为数不多的城市河湖型水利风景区，信安湖的扩容提升并非单纯的水利工程治理，它标志着衢州这座古老城市的再次战略转型。扩容后的信安湖水利风景区将以流域生态为概念，成为衢州系统性城市服务的天然载体。规划以“诗画衢江，利民信安”为定位，设定“水利+”五大发展策略，围绕“生态之湖、休闲之湖、文化之湖、运动之湖”四大主题，协调生态保护、文化科普与游憩服务功能，形成全流域游览动线和节事活动场地，并带动腹地乡村振兴。
As one of the few urban river lake water conservancy scenic spots in China, the expansion and upgrading of Xin’an Lake is not simply about water conservancy engineering management. It marks another strategic transformation of the ancient city of Quzhou. The expanded Xin’an Lake Water Conservancy Scenic Area will be based on the concept of watershed ecology and become a natural carrier for Quzhou’s systematic urban services. The plan is positioned as “poetry and painting of Qujiang River, benefiting the people and ensuring peace”, and sets five development strategies of “water conservancy+”, focusing on the four themes of “ecological lake, leisure lake, cultural lake, and sports lake”, coordinating ecological protection, cultural popularization, and recreational service functions, forming a whole basin sightseeing route and festival activity venues, and driving the revitalization of rural areas in the hinterland.
